More often than not, implementation truly is the main obstacle to putting in place meticulously well thought-out policies for the common good. That is probably because “doing” Is a lot harder than “dreaming” and “discussing”: it requires effort by many participants, it requires anticipation of problematic areas and some preparation for unintended consequences.
